ROADWAYS

Roads are a pillar to connectivity. Especially in the Bodoland region with complex demography it is a challenge to ensure swift connectivity for transport. The Public Works Department of Bodoland Territorial council targets to provide the best facilities to its residents.

  • The BTC till date has grown in its territory a total 3500+ kilometre road network to ensure proper connectivity.
  • Owing to the effective work of BTC today, almost 1000 RCC bridges are constructed and maintained by the PWD department in the Bodoland territory.
  • Bodoland guest house in Baksha, Saviour Orphan Home at Gossaigaon in Kokrajhar, Stadium, Gymnasium hall, Sports hostel are some of important infrastructural development undertaken to cater to the locals.

IRRIGATION

The economy of BTC is dependent on agriculture. Hence, proper irrigation facility becomes crucial. Because the entire agriculture sector and the farmers associated with it cannot survive without irrigation. This is the only way of economic development in this region.

  • Projects such as Rajendrapur Flow Irrigation Scheme and Khowra Flow Irrigation Scheme ensure water supply to almost 20 villages of BTC.

Other Irrigation schemes under AIBP targets almost 2.27 lakh hector land.

AGRICULTURE

In the BTC area Agriculture remains the primary source of employment. Close to 70% of the total population owe their livelihood in the sector. Modern and efficient means of agriculture is a necessity to ensure sustainable growth of agriculture. Also, special attention is given to the people associated with this sector for their socio-economic upliftment.

  • Modern agricultural equipment such as Power Tillers, Tractors, Threshing floor are distributed among farmers at a subsidized rate to promote faster and convenient farming.
  • In order to advocate organic farming vermi compost and Neem cakes are distributed.
  • To encourage mushroom production, research units are set up in the University of Bodoland and cultivation kits are distributed among the farmers.

CULTURE

Bodoland is a congruence of different cultures and communities. The BTC takes many steps to ensure the growth and nourishment of cultures and communities through promotion of activities and encouragement to local artists.

  • Grants-in aid worth Rs.25,000/- are given to artists. Special grant worth Rs. 50,000/- are given to four distinguished artists for their contribution in arts and culture.
  • More than 20 halls/open stages are constructed to promote cultural activities among the locals.

PUBLIC HEALTH ENGINEERING

Under the Water Supply sector, the department is implementing various water supply projects under NRDWP, SAGY against the centrally sponsored schemes, and State Plan under SOPD. During 2018-19, 135 habitations have been covered by spot source and piped water supply schemes.

There are 47 of PWSS which have been technically cleared by the SLSSĆ, 2017-18 under Baksa district for arsenic mitigation whose administrative approval is accorded under NQWSM. Another 6 nos. of schemes of the same category have been submitted according to technical sanction from the SLSSC for Kokrajhar district.

In the program SAGY, 6 nos of PWSS, 39 nos of MPWSS, and 24 nos of PWSS for up-gradation has been completed.
Under AOP (State Plan) 2018-19, 20 PWSS and 110 spot source Schemes have been constructed.

Under Sanitation Sector, the department focused on the implementation of the Swachh Bharat Mission Gramin (SBM-G) and four districts under BTC have been declared as ODF by constructing individual household latrine. The department has been allocated an amount of Rs. 10.07 crore for the year 2019-20.

 

ANIMAL HUSBANDRY AND VETERINARY

A large portion of the economic development in the region comes from Animal Husbandry. As the locals of BTC are naturally habituated in animal rearing, the sector has grown parallelly with agriculture. It provides employment to the rural population in livestock and poultry farming.

  • Variety of livestock i.e. pigs, cattle, buffalo, fowls, goats etc are reared in the BTC region.
  • Calf rally to promote the benefits of crossbreeding.
  • Grant in-aids providing the economically backward with livestock to encourage upliftment.
  • Government dairy and cattle farm to produce wholesome dairy products.

SOIL AND WATER CONSERVATION

Soil Conservation department endeavors for the conservation of soil and water using them in such a way that the benefit of soil and water is obtained to optimum level without losing or degrading it in a perpetual and sustainable basis. Careful and prudent use of soil and water is essential for economic growth and prosperity of the society and generations to come. Soil erosion is a serious problem throughout BTC areas, and it not only removes the top fertile soil but also causes ecological degradation. Soil erosion has a reverse impact on socio-economic growth in rural areas of BTC.

The implementation of departmental schemes for the year 2017-18 was taken up with an outlay of Rs. 550.00 lakhs which was earmarked to this sector by the council authority. The schemes are implemented for conserving soil& water and controlling stream bank erosion in various problem areas. The achievements made by this department, under the head of Direction & Administration at Rs. 29.30 lakhs, Water Distribution Project Rs. 20.00 lakhs, River Training Project Rs. 140.49 lakhs, Land Dev Project Rs. 194.15 lakhs, Gully Control project Rs. 73.05 lakhs, Building & Approach Road Rs.67.00 lakhs, and Protective Afforestation Rs. 26.00 lakhs. Areas benefitted altogether are 15323 Hect. 

Further, an amount of Rs. 500 lakhs under RIDF for Soil Conservation work has been approved for BTC from Director of Soil Conservation, Assam for the year, 2017-18. An amount of Rs. 222 lakhs has been utilized till now in implementing 3 nos Soil and water conservation schemes in three districts excluding Kokrajhar dist. The expected benefitted area is 3001 Hect. In addition, an amount of Rs. 366.82 lakhs is released for IWMP by SLNA, Guwahati for Watershed Dev. works. The expected benefit­ted area is 28,090 Hect.SOPD, 2018-19 (Proposed): The fund allocation under SOPD (State's Own Priority Development) for 2018-19 is also Rs. 660.00 lakhs. The priority development schemes proposed under 2018-19 are:-

Building and approach road of Rs. 80.00 lakhs, protection of reverie land Rs. 188.00 lakhs, gully control project Rs.150.00 lakhs, land development project Rs. 188.00 lakhs, water distribution project Rs.23.00 lakhs, protection & afforestation Rs. 16.00 lakhs and cash crop Rs.15.00 lakhs. The total benefitted area will be about 5347 Hect.
The department has been allocated an amount of Rs. 7.00 crore for the year 2019-20.

CO OPERATIONS

Co-operative is an autonomous association of persons united voluntarily to meet their common, social, and cultural needs and aspirations through jointly owned and democratically controlled enterprise. At present, there is a number of various types of co-operative societies working successfully in the BTC area registered with the department. Particularly, the GPSS throughout the BTC has been playing a vital role in every sphere of economic life of people involving distribution of essential commodities, consumer goods, production and distribution of agricultural produces and other allied works. However, to get over from the weakness, the BTC is presently funding registered co-operative societies directly or indirectly for the development of infrastructure & business activities.

The BTC authority in its turn was pleased to grant funds to the Co-operatives for their further growth & development. The department has also extended financial assistance to 5 nos. of GPSS for extension of their business activities, grants-in-aid to 127 nos. of GPMBSS and various types of other Co-operative societies for generating self-employment among the unemployed educated youths, to strengthen their economic base to bring about a higher standard of living, better business and better method of production.


So far, the infrastructure development of the Co-operation department is concerned, the BTC authority pleased to construct the 17 (seventeen) nos. of an office building, boundary wall and godown, etc. for GPSS, the construction of office building of the office of the District Deputy Registrar of Co-operative Societies/ Asstt.


Registrar of Co-operative Societies, Chirang district, construction of one Girls' Hostel in Kokrajhar district, one Shopping Mall in Udalguri district, 10 nos. of building for installation of Rice Mill and Mustard Oil Mill of GPSS under BTC area is under process. The department has been allocated an amount of Rs. 7.70 crore for the year 2019-20.
 

PUBLIC RELATION

It is important for common people to be informed about the activities of the administration. Several measures are taken to ensure proper communication.

  • The department publishes a monthly periodical “Bodoland Laithun” in two languages.
  • Frequent tours with journalists are organised to strengthen public relations.

LIBRARY SERVICES

The department of Library Services, BTC has under its control got another 3 nos of full-fledged district libraries viz. at Chirang, Baksa, Udalguri apart from the existing. District library at Kokrajhar. Secondly, another full-fledged Sub-Divisional Library at Tamulpur, Baksa has also started functioning from its own building apart from the existing Sub-Divisional Library at Gossaigaon.


Meanwhile, the construction of District and Sub-Divisional Library buildings in all the district and Sub-Divisional quarters of the BTC area is going on in full swing. The department has been allocated an amount of Rs. 1.70 crore for the year 2019-20.
 

MUSEUM AND ARCHAEOLOGY

For the development of indigenous people's culture, tradition, preservation, and study of the cultural objects, the Museum & Archaeology Department, BTC has successfully implemented some major schemes in the financial year 2018-19 in the BTC area. To preserve the cultural heritage, historical monuments, exposition research and study of cultural heritage objects and archaeological evidence, the department has laid focus on the construction and development of the District Museum Office in Baksa, Chirang and Udalguri district.


Some of the most important achievements are the construction and development of the Sub-Regional Science Centre at Chandamari and Planetarium at Dimwlgaon, Kokrajhar.

The department proposes for the preservation of archaeological sites, installation of historical monuments, ancient temples, relics, and other religious institutions at different places in the BTC area which are most essential for preservation and protection.

The department has been allocated an amount of Rs. 1.80 crore for the year 2019-20.
 

WATER RESOURCES

The rivers of the BTC area are originating from the foothills of Bhutan having sharp gradient and water flows with high velocity carrying huge sediment load such as sand, river gravel, boulder, trees etc.


During the monsoon season, the tributaries are in high spate and spill both banks of the river resulting inundation to both banks, damages to properties belonging to the government, public and private utilities. In order to provide immediate relief to the people of BTC area from the grip of erosion and inundation, some short term measures in the form of construction of embankment, anti-erosion works, river training works, etc. are taken up. Some works are carried out from the Annual Plan of BTC at different vulnerable reaches to reduce flood menace.

In the financial year, 2017-18, eleven nos. of S.D.R.F. schemes were sanctioned from Revenue Dept. In the 1st phase, four nos. of S.D.R.F. schemes at an amount of Rs.713.61 lakh sanctioned were completed in 2018. In 2nd phase 7 nos. of S.D.R.F. schemes for Rs. 751.00 lakh were sanctioned in 2017 and the work has been completed by end of  Feb/2019. Moreover, 4 nos. of SDRF schemes for 2018-19, amounting to Rs.500.00 lakh has already been approved by S.E.C.

Five numbers of NABARD schemes proposed for sanction amounting to Rs.620.00 lakh are on process to combat flood and erosion problems caused by river Saralbhanga(L/B), Gangia and Sonkosh.
In the financial year 2018-19, under the BTC plan there are 23 nos. of schemes approved in the Kokrajhar W.R. Division to protect various flood-prone areas of different River Sonkosh, Saralbhanga, Gaurang, Gangia, Garuphella, Champamati, Modati, Laska, Tipkai, Malbhog, etc.

The department has been allocated an amount of Rs.16.50 crore for the year 2019-20.

HANDLOOM AND TEXTILE

The Department of Handloom and Textiles is one of the unavoidable departments of the BTC area. It plays an important role in the economic up-liftmen of the weavers of the BTC area. It is the largest Cottage Industry in the Bodoland Territorial Council area next to Agriculture in respect of the production of cloths and self-employment opportunities. More and more of handloom fabrics have been being produced and occupied the place of the market in the field of national and international levels. From the inception of BTC, the modern technique of handloom activities has been introduced with a view to the production of higher quality and rapidly more quantity for the utility of the people of the BTC area. It provides the self-employment opportunity to weavers of the BTC area for maintaining their livelihood. In the light of the strengthening of the departmental activities scholarship and stipend have been given to the trainees of 12 nos. of HTC's under BTC area yearly during the period. Required looms and accessories have been provided to the passed out trainees.

Financial assistance to primary weaving cooperative society, margin money assistance to individual weavers for availing bank loan, etc., individual work shed have been constructed for better production and for the growth of their economic condition as well as common work shed in group-wise have been provided. Looms and accessories are provided to the individual weavers for self-employment and also to the model villages under the BTC area.

Looms and accessories are given to the Handloom Production Centers under the department for rapid and higher production and working capital has been provided to the handloom production centers for better production. Training, skill up-gradation, is given to the handloom weavers from time to time. Looms and accessories to the weavers of riot-affected families of 2012 and blankets to the BPL weavers have been distributed. Besides these, steps have been taken for the better management of Integrated Textiles Park, Kharuajan, Mashalpur in Baksa district.

During the year, 2017-18 under SOPD, schemes/programs were undertaken for creation of required infrastructure, the supply of modernized loom, strengthening of the working capital base of handloom co-operative societies as well as margin money assistance to weavers for up-gradation of the skill of weavers, self-employment opportunity to pass out trainees in Bodoland Territorial Council area.

Under the annual plan, 2018-19 the following Schemes/Programs have been incorporated for implementation:

For self-employment, looms and accessories are distributed to 1122 nos. poor weavers at a cost of Rs. 100.00 lac and 113 nos. Passed out trainees of 12 nos. of HTC’ at a cost of Rs. 20.00 lakhs and to 60 nos. of riot-affected weavers at a cost of Rs. 10.64 lakhs.

Individual work shed or loom shed for 100 nos. of individual weavers are constructed at a cost of Rs. 40.00 lakhs.

To facilitate work shed or loom shed or loom shed for 100 nos. of individual weavers is constructed at a cost of Rs. 40.00 lakhs.

To facilitate Common Service Centre for weavers on design, marketing for high-value products, it has constructed 8 nos. of common work shed for a group of weavers at a cost of Rs. 20.00 lakhs.

For availing bank loan, margin money assistance @ Rs. 5000/-to 400 nos of individual weavers for Rs. 20.00 lakhs and financial assistance to 75 nos. of PWC@Rs. 20,000/-each are provided.

An amount of Rs. 100.00 lakhs is also provided against Integrated Textiles Kharuajan, Mushalpur in Baksa district, which was set up under the additional package of BTC area. Integrated Textiles Park will be a milestone of Handloom and Textiles apartment of the BTC area.

For exposition and marketing of handwoven products of BTC area, participated expo, an exhibition inside and outside the State, for which an amount of Rs. 12.06 lakh provided in the Annual Action Plan, 2018-19. The department has been allocated an amount of Rs. 12.00 crore for the Year 2019-20.
 

PANCHAYAT AND RURAL DEVELOPMENT

The Panchayat and Rural Development department is one of the major subjects transferred to BTC as per MoU signed in between Govt. of India, Govt, of Assam, and BLT on 10th February 2003. Since the inception of BTC, the Panchayat and Rural Development department. Has been playing a vital role for speedy development of rural areas like Const./Rep/Renov, of the village link road, minor irrigation, health & sanitation, etc. with utmost sincerity. It is to be mentioned that the P&RD Deptt, BTC was allocated an amount of Rs. 65.77 crore under the SOPD fund for the year 2018-19.

In addition to the State Plan Fund, there are numbers of centrally sponsored schemes like Special Assistance to BTC, 5th Finance Commission, MCNREGA, NSAP, IAY; PMAY-G, etc. are taken up by the Govt. of India for development of rural infrastructure And economic development of the rural areas.
Under the Panchayat & Rural Development department, there are altogether 24 nos. of existing Development Block Offices and 4 nos, of Block Dev. Offices have been newly created under the administrative control of BTC vide Govt Order No.PDB.96/2013/ Pt.l/127, dtd.29/02/2016.
 

The Bodoland Territorial Council is constituted with a total 415 nos. of existing VCDCS. The VCDCS are formed with any contiguous area comprising a revenue village or a forest village or a tea garden area or part of a revenue village or part of a forest village or part of a tea-garden area or a group of any number of the above-mentioned units or other such administrative unit or part thereof to be a Village Council. A 'Village Council ‘will generally have a population of its territory, not less than three thousand and not more than six thousand population. Further, it is to be mentioned that the area of the Village Council' shall be grouped in ten contiguous parts, each part to be called a 'Ward" of the 'Village Council'.

The Block Development Office within BTC areas is helping villagers in the submission of online fund requirements, progress reports, beneficiary schemes, etc. which comes under Central/ State share funds. The Gram Sabha and other social awareness programs etc. are being conducted in every village in collaboration with Block Development Officials and VCDCS Chairmen, members, and villagers for speedy development of rural infrastructure and economic development of the society. So, there are very close relationships between DRDAS, VCDCS' and Block Development Offices under Panchayat & Rural Development department. The department has been allocated an amount of Rs. 78.64 crore for the year 2019-20.
 

HEALTH AND FAMILY WELFARE

The Health & FW department of Bodoland Territorial Council is one of the major and important sectors among the transferred departments of BTC.

The department has achieved in the field of providing health care facilities to the people of the area along with improving the infrastructure facilities and manpower since the creation of BTC in 2003.
The department has taken up various schemes and activities for improvement of the health sector in the BTC area for the greater interest of the public. The latest major achievement and progress of schemes and activities are:


a) The buildings of many health institutions of BTC were damaged and had no boundary walls and approach Roads, which caused inconvenience to the patients and staff. The department has taken up and implemented the major and minor repairing and renovation works of Health Institutions since the inception of BTC, which is being improved now. The 27 nos. of major and minor repairing/ renovation and construction works of buildings, boundary walls & approach roads, etc. have been taken up during the financial year, 2018-19 in different health institutions that have already received administrative approval for Rs.784.41 crore from the BTC authority. Among these, some works are completed and others are in progress. The recent major works have been mentioned in the following, which have been sanctioned during the financial year, 2017-18.
b) Construction of RCC building of Malaria Godown for Kokrajhar district at Health Office Complex, Kokrajhar at an amount of Rs.66.79 lakhs is progressing over 50%.
C) Constn. Of Brick Boundary wall, earth filling & approach Road to the hostel at Helena & Gaide Basumatary GNMS school Kokrajhar amounting to Rs 46.67lakh is completed.

 

d) Repair & renovation of main hospital building with staff-Qtr. and construction of brick boundary wall, approach Road &RCC staging with deep tube well at Purandia, Dakua PHC in Udalguri district for un amount of Rs.51.89 lakhs is going on in full swing.

 

e) Repair & earth filling at Tukrajhar PHC and Ouguri PHC in Chirang districts amounting to Rs.53.18 lakhs and Rs.40.22 lakhs respectively are progressing.

 

F) Construction of garage and earth filling at Ballamguri PHC in Chirang district at an amount of Rs 51.83lakhs is in progress.

 

g) Construction of brick boundary wall around the staff Qtr. with Iron Gate at Dotma 30 bedded CHC in Kokrajhar for an amount of Rs.74.78 lakhs is going on.
h) Repair/Renovation of staff quarters at Dotma Leprosy Control unit in Kokrajhar district for an amount of Rs.62.08 lakhs is going on.
I) Construction of B.B. wall with Iron Gate, CC approach Road, earth filling and Repairing/Renovation of Doctor and Staff quarter at Kachugaon CHC for Rs.61.65 lakhs and the work has been completed.
J) Construction for up-gradation of Banargaon State Dispensary to 30 bedded CHC with approach road & boundary wall around the staff quarters. at Banargaon in
Kokrajhar district for an amount of Rs.127.55 lakhs is in progress.
k) Vertical Extension of Hostel of Helena & Gaide Basumatary GNM School at Tengapara, Kokrajhar at an amount of Rs. 2.33 crore.

1) Repairing /Renovation of hospital building (New & Old) including repairing of water supply and sanitation, roof treatment rain shed, bio medical waste pit and CC approach Road at RN Brahma Civil Hospital, Kokrajhar at a cost of Rs.72.92 lakhs is in progress.
the 7 nos. of new Model Hospital have been sanctioned during the financial year 2017-18 at Serfanguri in Kokrajhar district, Kashikatra and Bijni in Chirang district, Barama and Nagrijuli in Baksa district and Harisinga and Kalaigaon in Udalguri district and the construction works and appointment process have been started. The Barama Model Hospital was inaugurated during the financial year 2018-19. The number of Model Hospital has gone up to 12 nos. including existing 5 nos. of Model Hospitals at Rowenta, Bhergaon, Salbari, Subhaijhar, and Tipkai BTC area.

The Health Office Complex at Kokrajhar has been modified and upgraded including conference hall in the year, 2017-18 where all the district health offices of Kokrajhar including Directorate of Health Services, BTC are functioning smoothly.

The classes of all the batches of GNM Training Courses of Kokrajhar have been shifted to its own newly constructed permanent campus near Railway Flyover in Kokrajhar, which is known as Helena & Gaide Basumatary GNM School, Kokrajhar from the temporary campus.


The construction work of Kokrajhar Nursing College is almost completed at Deborgaon.
Foundation stone of Kokrajhar Medical College has been laid at Besorgaon Kokrajhar recently and construction work is going on.
3,920 nos. of long-lasting Insecticidal Medicated Mosquito Bed Net have been procured for distribution to the BPL families for prevention of malaria and other vector-borne diseases at a cost of Rs.47.82 lakhs during the year 2017-18 along with other malaria diagnostic kits for an amount of Rs.135.20 lakhs.

The department has procured and supplied the important machinery to Civil Hospitals and CHCS for better diagnosis and smooth functioning of offices and health institutions during the year 2018-19 that includes:

 i) Infrascanner-1 no. at a cost of Rs. 35.84 lakhs.

II) Laparoscopic System -1 no. at a cost of Rs.39.86 lakhs.

III) Mortuary Refrigerator (Six bodies) - 1 no. at a cost of Rs. 6.08 lakhs.

Iv) OT Light-2 nos. at a cost of Rs. 9.04 lakhs.

v) Audiometry Equipment-2 nos. at a cost of Rs. 10.86 lakhs.

VI) Computer set with online UPS &Laser printers-25 sets at a cost of Rs.38.79 lakhs.

ViI) Laptop - 15 nos. at a cost of Rs.6.84 lakhs.

8. Hospital materials, surgical goods, linens, blanket, and furniture, etc. have been procured at a cost of Rs. 4.00 crore and supplied to the health institutions in the BTC area for the greater interest of the public.

9. 1 (one) no. Of TATA LPO-912 Semi Deluxe 33 seater bus has been procured for Helena & Guide Basumatary GNM School, Kokrajhar for transportation of trainees and TATA 207 Deluxe Pickup BS-4 Mini Truck has also been procured for
District Malaria Officer, Kokrajhar for emergency fogging and door-to-door delivery of medicine during the year 2017-18.

10. 4,900 nos. of red blankets have been procured at a cost of Rs.53.20 lakhs in the year 2017-18 and supplied to the civil hospitals and CHCS for convenience to indoor patients.

11. Different kinds of medicines and white phenols are procured for Rs.105.00 lakhs and distributed to different health institutions of the BTC area for the greater interest of the patients during the year 2017-18.

12. 1,20,000 nos. of the syringe and 5,000 nos. of IV set with canola have been purchased at a cost of Rs. 17.89 lakhs in the year 2017-18.

13. The fogging operation has been done frequently to prevent Japanese Encephalitis and another vector-borne disease in the high prevalent area of BTC.

14. 4,974 copies of Pictorial Departmental Annual Calendar for the year 2018 with important health messages have been published ta cost of Rs.9.60 lakhs for awareness of the public on health issues. The department has been allocated an amount of Rs 53.10 crore for the year 2019-20
 

SOCIAL WELFARE

The social welfare department has taken various measures to benefit the people:

  • Aids and appliances to the disabled citizen.
  • Scholarship to the handicapped students.
  • Rehabilitation grant for the underprivileged widows.
  • Other infrastructural development such as hostel, training centre, Anganwadi centres and so on.

URBAN DEVELOPMENT

The Urban Development Department (U.D.D) is entrusted with the implementation of various important schemes and projects for the development of urban areas of BTC. In keeping with the Government's vision of equitable cities and urban growth, the Urban Development Department, BTC has taken up the following schemes and projects. An amount of Rs. 11.00 crore has been earmarked for the year 2018-19.

SOPD: Under SOPD (State-Owned Priority Development) for the year 2018-19, Rs.330.00 lakhs has been granted to Urban Development Department for Municipality and other authorities for construction of payment, road, building, the culvert under Major head and Rs.420.00 lakhs have been granted for the development of drainage network under Minor head from the fund allocated for Municipality and other authorities. From the fund allocated for T&CP, an amount of Rs.350.00 lakhs is ensured for the construction of T&CP district offices.
One- time special Assistance (S.A): A total amount of Rs.54.47 crore has been allocated under One time Special Assistance (S.A) for the year 2015-16 (executed in the year 2017-18) to Urban Development Department, BTC from the Govt. of India. Kokrajhar district was sanctioned Rs.15.26 crore for construction of 22 nos. of roads,34 nos. of drains, culvert 9 nos. and others 5 nos. Which has been completed For Chirang district an amount of Rs.13.63 crore was sanctioned for construction of 3 nos. of roads, 14 nos. of drains, and other 4 nos. Udalguri district received a sanction of Rs.11.93 crore for the construction of 20nos.of roads18nos.of drains and other 1no. Baksa district received and sanction of Rs.13.65crore for construction of 7nos.of roads,10nos. of drains, building  4 nos, and other 16 nos.
5th State Finance Commission(SFC): The proposal of various infrastructure development schemes of BTC for amounting to Rs.4097.50 lakhs have been submitted to the Govt.of Assam for approval, where Kokrajhar district was proposed an amount of Rs.1401.25 lakh,· Rs.144.19 lakhs for Chirang district, Rs.942.50lakhs for Baksa district and Rs. 346.25 lakhs for Udalguri district for water supply, roads and drains, toilet, conservancy, landfill site, town hall, street light, SWM (Solid Waste Management), and market schemes.
Central and State Govt. Sponsored Schemes: The major central and state govt. sponsored schemes aimed at better urban growth under the UDD Office, BTC are as follows:
IHSDP (Integrated Housing Slum Development Programme): Constructed of 513 dwelling units for urban poor in Kokrajhar under IHSDP, which included in-situ development of 352 dwelling units. The department has successfully completed 501 dwellings units of today.
10% Pool Fund: A multi-storied supermarket complex for Rs.375.90 lakhs in Kokrajhar started in 2014-15 is under progress (35%). In Gossaigaon, the construction of the Supermarket complex for Rs.498.92 lakhs started in 2014-15 is also under progress 36%). Moreover, in Bijni the development of the Bijni town area by up-gradation of roads including the construction of drains and culverts for a project cost of Rs.1613.44 lakhs is also under progress (40%). In Tangla town of Udalguri district, the construction of the Municipal market complex at Tangla town at a project cost of Rs. 543.56 lakhs is under progress (49%)
Pradhan Mantri Awas Yojana (PMAY): In BTC, under PMAY-HFA(U) 2017-18, a total of 4892 beneficiaries have been approved beneficiary led construction out of which 2889 beneficiaries for Kokrajhar District,854 beneficiaries for Baksa district, 809 beneficiaries for Chirang district, 340 beneficiaries for Udalguri district respectively. Also, the State Level Approval Committee (SLAC) has approved the project amounting to Rs.6771.26 lakhs for 2273 nos. of dwelling units in 1st phase under Kokrajhar Municipal Board and Rs.1646.504 lakhs for 616 nos. of dwelling units in 1st phase under Gossaigaon Town Committee and accordingly the Govt. of India has sanctioned the same.
The department has been allocated an amount of Rs.11.75 crore for the year 2019-20.
 

PRINTING AND STATIONERY

The main objective of the Printing &Stationery department, BTC is to meet the basic need for the requirement of all the Govt. offices under the administrative network of BTC. This department aims at printing of all scheduled forms/books/ acts/pads etc. of any size prescribed officially by the Govt. of Assam and store them in safe custody of the department for issuance to the department/ offices under BTC as per indent. The Printing & Stationery department also procures all the required stationery articles if available locally by means of official purchase and store them in the store room of the D. irector of Printing & Stationery department at BTC Secretariat for issuance to the department / offices under BTC as per indent. The allocated amount of Rs. 325.00 lakh for the year-2018-19 has also been fully utilized.

Proposals for the year 2019-20:

The SOPD allocation for the year 2019-20 is  Rs. 350.00 lakh. The activities of Printing & Stationery department also covers printing  of  BTC official    calendar of standard quality with multi-colour pages and photographs, table calendar, engagement pad and general & executive diary for distribution to all the govt. officers and offices under BTC area respectively.
 

SERICULTURE

Sericulture industry comprising cultivation of food plants, silkworm rearing, silk reeling and spinning, weaving, and marketing, this chain is the inseparable activity of almost all the families as these activities are in the blood of every person of the Bodo community since time immemorial. There are four varieties of commercially exploited silk i.e. Eri, Muga, Mulberry, and Oak Tasar.

Sericulture is a common and compulsory activity among the Bodo people. Almost every family undertake Eri silkworm rearing either for domestic consumption or for commercial purposes. This culture is very popular in BTC due to delicious Eri pupa.

This Sericulture department plays an important role in providing subsidiary income and working for the benefit of farmers and to increase Eri, Muga, and Mulberry cocoons. For the production of Eri and Muga culture, it is practiced in all the subdivisions under the BTC area. Besides, the womenfolk of the Bodo community has closely related to Eri Silk fabric since the very beginning of ancient times. Sericulture development has undertaken measures for solving unemployment problems in the BTC area as well as in the country.
At present, a large number of developmental schemes have been implemented in the BTC area like constructions of Muga Grainage Hall, Construction of Eri and Mulberry Rearing house, assistance to private grainers, seed rearers, the supply of rearing equipment, agricultural equipment for plantation, grants-in-aid, subsidy to Eri, Muga and Mulberry rearers provided to private sectors and now being at this time 43,193 farmers were engaged in sericulture in 1,580 nos. sericulture villages in BTC area. Govt. of India also sanctioned another project especially for Eri development in Baska district from, 2016-17.

Another ambitious project named "Soil to Silk" Project has been sanctioned by the Govt. of India for implementation in BTC. This is a unique project and has not implemented anywhere in India. Out of the total Eri production in NE Region, BTC Contributes 979.00 MTs and out of total silk production in Assam, 

The contribution of BTC is:
 *
proposed to establish an automatic Silk knitting unit at Kokrajhar.
* Adoption of mechanization on-farm and non-farm sector by introducing modern technologies.
* Successfully developed mulberry plantation and established a Mulberry Grainage in BTC a step towards self-reliance, BTC becomes Resource Centre for NE states as well as outside NE states. BTC is going to introduce "Root Trainer Technology" in the nursery under Soil to the Silk project.
* To promote the marketing, the Sericulture department has launched the brand in the name of "Bodoland Silk" recently.
* The solar power plant had been established during the year 2018-19 to meet the Silk Knitting and the other Sericulture technical works under the BTC area.
* The Eri Raw Silk production during the year 2017-18 under the BTC area is 935.00 M.T and Mulberry 16.50 M.T.
The allocation for the sericulture department for the year 2018-19 was Rs.465.00 Lakh Fund on the various sector under plan schemes and The B.T.C has proposed for the production of Eri Raw Silk 1220.00 M T, Muga 38.00 M.T and Mulberry 20.00 M.T.
The department has been allocated an amount of Rs.6.00 crore for the year 2019-20.
The Department of Social Welfare, Bodoland Territorial Council (BTC) has been implementing various welfare schemes including the infrastructure developmental schemes for the benefit of various sections of the society under BTC.

The schemes are:
•        Aid & appliances distributed to120, disabled persons.
•        Scholarship to 100 physically handicapped students @ Rs. 5000/-each distributed.
•         Rehabilitation grants to 200 helpless widows@ Rs. 5000 /- each distributed.
•        Grants to 200 unemployed women trained in knitting, cutting tailoring & embroidery@ Rs. 5000/- each distributed.
•        One Time grants in aid to 800 women vendors (Poor women involved in veg­etable/ grocery items selling business) @Rs. 5000/- each distributed.
•        Grants-in-aid given to 41 nos of various active voluntary organizations/NGOs/ SHGs/Mahila Samitees/Clubs.

Centrally Sponsored Scheme:
•     Supplementary Nutrition Programme (SNP) in ICDS (CSS) - Feeding for 108 days in 7173 nos. AWCs under BTC areas has been implemented.
 

For infrastructure development:
Construction of ICDS Office buildings including godown at Bhergaon, SidliChirang, Khoirabari ICDS Office is under process.
•  Construction of Hostel-cum-training center for AWWs & Supervisors at Kokrajhar for BTC area is under process.
•  Newly constructed 140 nos. Anganwadi centers in various ICDS projects of BTC areas are completed.
•  Three numbers of Swarga Rath Vehicles were distributed to the NGO’s working for the public interest at Gossaigaon, Baksa, and Udalguri and three more vehicles are to be distributed soon. The purpose of the vehicle is to help the general public to carry dead bodies from hospitals to their respective homes with minimum expense.
The department has been allocated an amount of Rs. 15.50 crore for the year 2019-20.

SPORTS AND YOUTH WELFARE

Sports and Youth Welfare department is one of the most important subjects for the development of human resources in the region. The department has been playing a pivotal role in the physical and mental growth of the youths through sporting activities. The department has been giving special emphasis for the development of games and sports and to tab the budding talents.

The department has completed a sports hostel in the office campus of CHD, Sports & Youth Welfare at Titaguri, Kokrajhar.
The department provided financial assistance to 8 of International Achievers and 53 of National Sports proficiency holders and 3 of prominent sportspersons who have crossed 60 years of age as 'One Time' ex-gratia in the year 2018-19.
Deputation for higher study: The department provides financial assistance to the

National Sports players for taking higher study in various recognized institutions.

The Adventure Sports: Mountaineering training along with paragliding and paramotoring have been introduced in BTC to attract the tourists and trainings have been provided to the interested youths who are subsequently engaged in the respective sports.

Bodoland Indigenous Games: Bodoland Indigenous Games Festival is organized every year to preserve, revitalize and promotion of traditional games besides bringing

Harmony and friendship of the BTC area. Bodo Khomlainai under Bodoland Indigenous Games Association (BIGA), which has attained popularity, was sent to various national level festivals for demonstrations. 'Swimming pool' at Kokrajhar, Mini Stadium and Indoor Stadium, Sports Hostel

International level multipurpose stadiums are proposed in sub-divisional headquarters under NLCPR, IRDF, and TSP etc. Besides, a Sports College has been proposed to set up at Kokrajhar.

Under the scheme of Bodoland Vikash Yojana, sports goods, football, volleyball, net, etc. have been provided to 2,200 nos. of Sports Clubs through the chairmen of TCLCC and 10 nos. of multi-gym and 2 nos. boxing ring has been distributed to District Sports Associations and Martial Art Associations of BTC.

Bodoland Games: 5th Bodoland Games was conducted in the Baksa district in the every of athletics, archery, boxing, badminton, football, kabaddi, and volleyball under the group of 19 years to promote and inspire the youths of Bodoland region.

Rs. 3.00 lakh each has been sanctioned for 10 nos. of District Sports Associate under BTC for annual activities as annual recurring.

Rs. 5.00 lakh/Rs.10.00 lakh each has been sanctioned for 7 nos. of Bodoland Major Trophies from the department as annual recurring.

The department initiates to conduct Quality Caching Camp' at New Sports Hostel at the office premises under 19 years by reputed coach.

The outdoor and indoor stadium at DASA, Dotma, Kokrajhar is going on and will soon be operational very shortly. The department has been allocated an amount of Rs. 7.00 crore for the year 2019-20

 


 

 

 

 

 

 

INDUSTRY AND COMMERCE

INDUSTRIES AND COMMERCE.

The Industries and Commerce Department has implemented various schemes through its district headquarter and Sub-divisional headquarters for employment generation and motivated people to create conditions and environments for the rapid growth of industries in the BTC area with the help of BTC sponsored schemes along with central and state government-sponsored schemes.

The activities of the department are as given below:

During 2018-19, Rs. 287.50 lakh is being utilized to unemployed youths, artisan and entrepreneurs under Financial Assistance Scheme of 'Bodoland Industrial Policy

2014 and process is under progress.

Rs. 65.00 lakhs will be given to micro-small enterprises under 30% margin money scheme against the bank loan sanctioned for industrial ventures.

Rs. 20.00 lakhs will be given as BTC Capital Investment Subsidy on plant and machinery to micro-small enterprises, which are functioning with employment local people.

Altogether, 44 artisans, youths are proposed to be trained up for one month (Residential program) at National Small Industries Corporation (NSIC), Guwahati for fashion design, bag-manufacturing trades in incubation center at NSIC:

Export Promotion Council of India has proposed to undertake Cluster Development Programmes shortly for beautiful tribal textiles and bee-keeping and processing activities in Baksa and Kokrajhar district.

Indian Institute of Entrepreneurship (IIE), Guwahati, has proposed to take up a program for entrepreneurs for the promotion of startup activities in BTC soon.

1. Renovation and civil construction works like road-development, boundary wall construction is being taken up in Bennibari Industrial Estate, Baksa and also at

Gossaigaon, Kokrajhar.

2 Modern machines and tools for an amount of

Rs. 200.00 lakhs will be given to prospective artisans, entrepreneurs during the 2018-19 financial years to increase productivity.

3. One day industrial awareness program for college students of 25 colleges of BTC will be arranged during the 2018-19 financial year to motivate students for industrial ventures.

4. During the 2017-18 financial year, 110 nos. (Kokrajhar-19, Chirang-44, Baksa-21, Udalguri-26) of Micro-Small Enterprises (MSES) have contributed to the economy of BTC in the Industries sector.

5. 433 of unemployed youths, artisans, entrepreneurs have come forward to start micro & small enterprises under the Financial Assistance Scheme of Bodoland Industrial Policy

2014 involving Rs.302 lakhs besides availing 30% Margin Money grants by 8 enterprises involving Rs 65 lakhs under the SOPD fund of BTC (2017-18).

6. Five small tea growers from BTC have been made acquainted with best practices of organic tea manufacturing in Sri Lanka thorough exposure visits to that country.

7.478 (Kokrajhar-78, Chirang 201. Baksa-97, Udalgun-102) of unemployed youths have been linked up for Bank loans under PMECP (Prime Minister's Employment Generation Programme)For self-employment and income generation during 2017-18.

8. During current financial. Year also-entrepreneurs/ youths will be trained up under NSIC, ILE in different schemes.

9. For startup India initiatives, the sensitization program was taken up during 2018- the department has been allocated an amount of Rs. 7.50 crore for the year 2019-20

FISHERY

The department has implemented several schemes/projects for fish production in every year from the allocated fund of SOPD for popularizing pisciculture for the socio-economic upliftment of rural people.
The department has implemented many schemes and projects in addition to normal schemes 'from the SOPD allocated fund of Rs. 620.00 lakh in 2018-19.
The activities under AOP, 2018-19 was as follows:

1. A sum of Rs. 36 lakh was approved and utilized for construction of boundary wall surrounding DFDO  Office, Udalguri with a heavy-duty iron gate.
2. An amount of Rs. 15.00 lakh was approved and utilized for earth filling at the DFDO office campus at Udalguri.
3. A sum of Rs. 90.00 lakh was approved and utilized for the procurement of piscicultural inputs to be supplied to the beneficiaries of developed fishery tanks.
4. For the construction of a new pond, a sum of Rs. 60.00 lakh was approved and uti­lized in 12 hectares of water area for the production of quality fish.
5. Construction of community fishery tank at an amount of Rs. 20.44 lakh was approved and utilized for construction in 4.10 hectares of community fisher' tanks for the production of quality fish.
6. A sum of Rs.50.00 lakh was approved and utilized for the construction of 6 nos. of eco-hatcheries for the production of quality fish seeds.
7. The incentive to Fish Seed Traders/Growers: A sum of Rs.8.00 lakh was approved
and utilized to cover 16 fish seed traders/growers providing Rs.50,000/- each.
8. The incentive to the establishment of retail outlet/fish traders: A sum of Rs.8.00 lakh was approved and utilized to cover 16 nos. of retail outlet/fish traders providing Rs. 50,000 each.
9. An amount of Rs. 10.00 lakh was approved and utilized for the scheme of construction of 10 nos. of Kuchia culture units in BTC.
10. A sum of Rs.20.00 lakh was approved and utilized to develop 20.00 hectares of water area for paddy-cum-fish culture.
11. An amount of Rs.40.00 lakh was approved and utilized for the scheme of 20 11. An am nos. of Pig-cum-fish culture units.

The projects/schemes proposed for the financial year 2019-20 :
I. A sum of Rs. 5.00 lakh is proposed to be earmarked in SOPD for the renovation of the SDFDO office and construction of boundary \van surrounding SDFDO) office, Gossaigoon.
2. For the construction of new ponds/tanks, a sum of Rs. 138.00 lakh is proposed to be earmarked in SOPD under this scheme to construct 97.60 hectares of new ponds/tanks in BTC.
3. For the renovation of existing ponds/tanks, a sum of Rs. 56.00 lakh is proposed to be earmarked in SOPD under this scheme to renovate 16 hectares of existing ponds/tanks in 11TC.
4. A sum of Rs. 14 lakh is proposed to be earmarked under SOPD to construct in 2 hectares of new ponds/tanks in the model villages of BTC.
5. Inputs: A sum of Rs. 48.00 lakh is earmarked under SOPD for the procurement of piscicultural inputs to be supplied to the beneficiaries of developed fishery tanks.
6. For grants-in-aid to fish farmers, a sum of Rs.50.00 lakh is earmarked under SOPD to provide grants-in-aid to 50 nos. of fish farmers in BTC.
7. A sum of Rs 80.00 lakh is earmarked under SOPD to provide an award to 16 nos. Of /best fish farmers in BTC.
8. Under incentive to fish seed traders/growers, a sum of Rs.8.00 lakh is earmarked in SOPD to cover 16 nos. of fish seed traders/growers providingRs.50,000/-each.
9. For an incentive to the establishment of retail outlet/fish traders, a sum of Rs.8.00lakh is earmarked to cover 16 nos. of retail outlet/fish traders providing Rs.50,000/- each.
10. A sum of Rs.15.00 lakh is earmarked for exposure visit outside and within the state under SOPD.
 

EMPLOYMENT

The Employment department is normally constituted the basic unit for implementing and coordinating all the programs of Employment Assistance Career Guidance, Vocational Guidance to the candidates, collection of Employment Market Information survey and studies regarding employment situation in the BTC area. This department is responsible for the inspection and enforcement of the Employment Exchanges C.N.V. Act' 1959.
During the Financial year 2019-20, the following works and programs are proposed to be implemented by this department.

1.    Mobile Registration Camp is to be conducted in remote areas from the headquarter. These programs immensely help the job-seekers in getting their name Registration / Renewals.

2.    Vocational Guidance and Counseling Programs are proposed to be conducted amongst the unemployed youths as well as amongst the students of Class -IX and above in different institutions.

3.    For SDG, 6 nos. of Group Career Coaching cum- Training Programs for the one-month duration is proposed to be imparted for 100 nos. of graduate candidates of each group in the district headquarter and Sub- Divisional headquarter for different competitive examinations like SSC, Banking, Railways, etc. for grade -III posts so that the job-seekers can do the good performance in the exam.

4.    A two-storied office building for CHD, Employment, and CHD, Labour has been jointly constructed and is likely to be completed in this financial year. The department has also proposed to construct a chowkidar quarter at an amount of Rs. 25.00 lakh this year.

5. Setting up of a Model Career Centre with all necessary equipment like computer, furniture, AC conference system, etc. in the new office building at Kokrajhar CHD cum-Employment Exchange office is proposed. The amount of Rs. 55.00 lakhs has been earmarked during the year 2019-20 for SDG and various programs under the SOPD.

EDUCATION

Education is the key to development and human resource. The department has adopted a number of innovative schemes for the students and development of infrastructures of schools, colleges, and universities.

Some important developmental activities  implemented recently by the Education Department under SOPD fund in the financial year,2017-18 are:
Infrastructure development in 200 nos. of Educational Institutions under BTC (Repair/Renovation and construction of the building, boundary wall/iron gate/earth filling/ ACR / cycle stand, etc.) at a cost of Rs.1356.59 lakh.
Cash award to 6 student rank holders in the HSLC/AHM & HSS examination,2018 @Rs. 2.00 Lakh each.
Cash Award to 67 Students who got admission in IIT, IIM, and Medical @ Rs. 2.00 lakh each.
Cash Award to 22 Students who got admission in NIT @ Rs. 1.00 lakh each.
Cash Award to 88 Students who got admission for pursuing Ph.D@ Rs. 1.00 lakh each.
Cash Award to 12 Students who were selected for UPSC coaching @ Rs. 3.00 lakh each.
Cash Award to 4 Students who have qualified the Preliminary of Civil Services Examination @ Rs. 1.00 lakh each.
Cash Award to 539 Students who secured 75%-84% marks in the HSLC/AHM examination,2018 @ Rs. 10,000 each.
Cash Award to 218 Students who secured 85% and above marks in the HSLC/AHM examination,2018 @ Rs. 15,000 each.
Provided Scooty to 85 BPL girls students pursuing degree courses who have secured 60% and above marks in the HS final examination,2017 at an amount of Rs. 51.00 lakh. Construction of girls’ hostel at Bodoland University, Kokrajhar at a cost of Rs. 572.40 lakh

The department has been allocated an amount of Rs 85.00 crore for the year 2019-20

DAIRY

The dairy sector under BTC has massive potential for employment. The council successfully generates revenue as well as employment in the sector.

  • Dairy utensils are distributed among the local dairymen.
  • Dairy farmers are given training to ensure hygienic environment in the dairies. Dairymen are also educated about the usage of measures to ensure quality production at low prices.

EXCISE

'Intoxicating liquor, opium and derivatives" is one of the subjects under the Excise department entrusted to BTC. The department proposes for utilization of Rs.65.0 lakh in the tentative annual plan allocation, 2019-20 keeping in view the following objectives for the smooth functioning of the Excise department.
 

The objectives of the department are-
1. To earn revenue for the state exchequer through the liquor licensing system under Excise Acts and Rules.
2. To take measures on drug abuse and illicit liquor in BTC through propaganda and prohibition so that the health and the hygienic condition is improved.
3. Enforcement of restriction on illegal manufacturing and trafficking of liquor and drugs.
4. Development of infrastructure in the newly created districts and Sub-Division. Review (2018-19):
Out of the annual plan fund of Rs. 60.00 lakh for the year, 2018-19 the following schemes /programs are being implemented:
i)       Rs.59.00 lakh is being spent for construction of office building of the Deputy Commissioner of Excise- Cum- CHD, the Superintendent of Excise, Kokrajhar, Superintendent of Excise, Chirang and Deputy Superintendent of Excise, Bherga on against ongoing construction work.
ii)    Rs. 1.0 lakh is earmarked for prohibition.
Proposal for 2019-20 Building Construction: To meet the required budget for construction of office building, a number of Rs. 27 lakhs is earmarked for continuation of construction of office building of the Deputy Commissioner of Excise-Cum-CHD and Superintendent of Excise, Kokrajhar out of the total estimated cost of Rs. 1,70,50,000. An amount of Rs. 18 lakhs is earmarked for the construction of office buildings for the Superintendent of Excise, Chirang, and Dy. Superintendent of Excise, Bhergaon.Prohibition of propaganda: An amount of Rs 2 lakh is earmarked for awareness programs against the ill-effect of liquor and drug abuse and for holding meetings, seminars etc, and observation of National & International Diwas on Addiction in BTC.

 

LEGAL METROLOGY

  • The metrology department works for consumer welfare. It ensures proper usage of weights and measures to avoid cheating.

LAND REVENUE & DISASTER MANAGEMENT

  • The department ensures the collection of the revenues
  • It also works to rehabilitate people suffered in natural disasters.

LABOUR WELFARE

Labour Welfare Department is responsible for enforcement of Labour Laws and main­tenance of industrial place. The Labour department works for achieving this vision by implementing several Welfare Acts and about equal no. of rules framed thereunder, all of which aim at providing justice, social security, adequate working condi­tion, and equality of work to different sections of workers and includes prevention of child labor. The main purpose is to ameliorate the living conditions of the working mass through the implementation of the welfare measures enshrined in the legislations and mitigation of level of confrontation between the employers and employees/workmen by way of peaceful and meaningful negotiation which leads to mutual trust and improves the efficiency of the workforce.
The Directorate of Labour headed by Labour Officer-cum-CHD, Labour Welfare, Department, BTC at present is responsible for administration and enforcement 01 Labour Laws in BTC.

Review of the year 2018-2019: Under the SOPD, 20182)019, Rs. 75.00 lakhs had earmarked and utilized.
Proposals for the year 2019-20: The proposal under SOPD, 2019-20 is estimated at Rs 80 lakhs out of which Rs.30.00 lakhs has been earmarked for completion of construction of officers’ quarter-cum-rest house in Khwirabari and Rs. 16.00 lakhs for achieving SDG (Sustainable Development Goals).
 

FOREST

Forest and Wildlife is the most important department to maintain the life cycle in the world. Without conservation of forests, maintaining the ecological balance in the world will be hampered. In view of the conservation of forests in the BTC area, the BTC authority is trying utmost importance to protect the forests of the BTC area taking some strategies and policies as shown below:

Awareness campaigns are conducted to motivate the people of the BTC area for protection and conservation of forests.

Forest department is trying to protect the illegal encroachment in the forest areas in looking forward to the protection of forest from destruction, Plantation schemes in the Reserve Forest areas of BTC has been taken up to increase the forest cover under various schemes. Education facilities are provided for the forest villagers and road communications are also improved by constructing many forest village roads, bridges in the forest village areas for easy communication of the habitats of forest village areas which will help to understand the value/role of forest in sustaining life cycle of human being

In view of the forest conservation, the BTC authority has implemented many schemes/projects during the financial year 2018-19 through forest department of BTC as shown below:

For the financial year, 2018-19, an amount Of Rs. 50,00,00,000/-has have been allocated and approved for Forest Department of BTC out of which a number of Rs 16,49,00,000/-has been earmarked for construction of roads and bridges in the forest areas under forest department and renovation of forest departments office buildings.

An amount of Rs.16,00,00,000/-for the Financial Year, 2018-19 has been earmarked for construction & renovation of forest department's office building, construction Of boundary walls, etc.

For the work of forest conservation, forest protection, livestock, and amenities of forest staff an amount of Rs. 34,00,000/-has been earmarked during the financial year 2018-19 and utilized.

During the year 2018-19, an amount of Rs. 1,00,00,000/- has been earmarked for nursery, plantation, and social forestry activities.

For the work of rehabilitation of degraded forest and forest produce, an amount of Rs.2.15,00,000/-has been earmarked during the year 2018-19.

During the year, 2018-19 an amount of Rs 1.50.00.000/- has been earmarked for wildlife preservation and development of wildlife areas in the BTC.

Moreover, the department has achieved in the following activities: Revenue collected to the tune of Rs. 17,48,14,549/- during the financial year 2018-19.

Total nos of title deeds allotted are 1446 nos. and 1768.763 Ha. Area of land has already been allotted to forest villagers under FRA, 2006 of BTC and the process is going on.

An amount of Rs. 4,97,476/- has already been utilized for plantation under CAMPA Schemes.

An amount of Rs. 69,09,000/-as ex-gratia grants have already been provided during the year 2018-19 for man-animal conflict as compensation. The department has been allocated an amount of Rs. 53.00 crore for the year 2019-20.

Total nos of title deeds allotted are 1446 nos. And 1768.763 Ha. Area of land has already been allotted to forest villagers under FRA,2006 of BTC and the process is going on.


An amount of Rs.4,97,476/- has been already been utilized for plantation under CAMPA Schemes.

An amount of Rs.69,09,000/- as ex-gratia grants has already been provided during the year 2018-19 for man-animal conflict as a compensation.

The department has been allocated an amount of Rs.53.00 crore for the year 2019-20.

TRANSPORT

Being a primary revenue generation sector, Transport is very Significant in the Bodoland area.

  • The department collects various revenues under vehicle road tax, permit, fee of driving license, registration fee etc.
  • The department also regulates and implements public transport vehicle for better communication.
  • The BTC frequently organises traffic safety program to ensure public awareness.

MARKET AND FAIRS

The Urban Development Department (U.D.D) is entrusted with the implementation of various important schemes and projects for the development of urban areas of BTC. In keeping with the Government's vision of equitable cities and urban growth, the Urban Development Department, BTC has taken up the following schemes and projects. An amount of Rs. 11.00 crore has been earmarked for the year 2018-19.

SOPD: Under SOPD (State-Owned Priority Development) for the year 2018-19, Rs.330.00 lakhs has been granted to the Urban Development Department for Municipality and other authorities for construction of payment, road, building, the culvert under

Major head and Rs.420.00 lakhs have been granted for the development of drainage network under Minor head from the fund allocated for Municipality and other authorities. From the fund allocated for T&CP, an amount of Rs.350.00 lakhs is ensured for the construction of T&CP district offices.

One- time special Assistance (S.A): A total amount of Rs.54.47 crore has been allocated under One time Special Assistance (S.A) for the year 2015-16 (executed in the year 2017-18) to Urban Development Department, BTC from the Govt. of India. Kokrajhar district was sanctioned Rs.15.26 crore for construction of 22 nos. of roads,34 nos. of drains, culvert 9 nos. and others 5 nos. Which has been completed For Chirang district an amount of Rs.13.63 crore was sanctioned for construction of 3 nos. of roads, 14 nos. of drains, and other 4 nos. Udalguri district received a sanction of Rs.11.93 crore for the construction of 20 nos. of roads18 nos. of drains and other 1no. Baksa district received a sanction of Rs.13.65 crore for construction of 7 nos. of roads,10 nos. of drains, building 4nos, and other 16 nos.

 5th State Finance Commission (SFC): The proposal of various infrastructure development schemes of BTC for amounting to Rs. 4097.50 lakhs have been submitted to the Govt. of Assam for approval, where Kokrajhar district was proposed an amount of Rs.1401.25 lakh,·    Rs. 144.19 lakhs for Chirang district, Rs. 942.50 lakhs for Baksa district and Rs. 346.25 lakhs for Udalguri district for water supply, roads and drains, toilet, conservancy, landfill site, town hall, street light, SWM (Solid Waste Management), and market schemes.

Central and State Govt. Sponsored Schemes:

The major central and state govt. sponsored schemes aimed at better urban growth under the UDD Office, BTC are as follows:

IHSDP (Integrated Housing Slum Development Programme): Constructed of 513 dwelling units for urban poor in Kokrajhar under IHSDP, which included in-situ development of 352 dwelling units. The department has successfully completed 501 dwellings units of today.
10% Pool Fund: A multi-storied supermarket complex for Rs.375.90 lakhs in Kokrajhar started in 2014-15 is under progress (35%). In Gossaigaon, the construction of the Supermarket complex for Rs.498.92 lakhs started in 2014-15 is also under progress 36%). Moreover, in Bijni the development of Bijni town area by up-gradation of roads including the construction of drains and culverts for a project cost of Rs.1613.44 lakhs is

also under progress (40%). In Tangla town of Udalguri district, the construction of the Municipal market complex at Tangla town at a project cost of Rs. 543.56 lakhs is under progress (49%)

Pradhan Mantri Awas Yojana (PMAY) :

In BTC , under PMAY-HFA(U) 2017-18, a total of 4892 beneficiaries have been approved beneficiary led construction out of which 2889 beneficiaries for Kokrajhar District,854 beneficiaries for Baksa district,

       

809 beneficiaries for Chirang district, 340 beneficiaries for Udalguri district respectively. Also, the State Level Approval Committee (SLAC) has approved the project amounting to Rs.6771.26 lakhs for 2273 nos. of dwelling units in the 1st phase under

Kokrajhar Municipal Board and Rs.1646.504 lakhs for 616 nos. of dwelling units in 1st phase under the Gossaigaon Town Committee and accordingly the Govt. of India has sanctioned the same.

The department has been allocated an amount of Rs.11.75 crore for the year 2019-20.
